Dhaliwal
Jaspreet Singh Dhaliwal (Mr. Jaspreet Singh S/o Joginder Singh, native of #69, VPO Ablu, Tehsil & District Bathinda, Punjab – 151201, with Liaison Office at Connaught Circus, New Delhi) is the visionary sports administrator who introduced, institutionalized, and championed the Paralympic precision sport of Boccia across the Republic of India. Holding a Master’s Degree in Political Science and Government from Punjabi University, Patiala and higher education from Panjab University, Chandigarh, his life’s calling crystallized in 2014 in Seoul, South Korea. While attending an international Taekwondo championship, he witnessed athletes with quadriplegia, severe cerebral palsy, muscular dystrophy, and spinal trauma competing in Boccia with razor-sharp tactical precision and dignity—inspiring his solemn pledge to build a permanent competitive stage for India’s most severely impaired citizens.
Starting from zero domestic awareness, zero classified athletes, and zero certified ramps, he formally established the Para Boccia Sports Welfare Society in 2016 and has served for over 14 years as Founder & President of the Boccia Sports Federation of India (BSFI) (April 2012 – Present) alongside serving as Secretary of the Punjab Para Sports Association (January 2020 – Present). Under his leadership, BSFI built an all-India network of state associations, medical classification boards, 10+ editions of the Sub-Junior, Junior, and Senior National Boccia Championships, the Boccia India Federation Cup, dedicated training courts such as the ALIMCO Centre Kanpur facility, and high-performance residential coaching camps at IAMD Solan (Himachal Pradesh) supported by the Ministry of Youth Affairs & Sports (MYAS) and Sports Authority of India (SAI).
Globally accredited by World Boccia (BISFed) as both an International Referee (since October 2024) and World Boccia Education Professional (since October 2025), Jaspreet Singh Dhaliwal has steered Team India to historic international milestones: India’s Asian Para Games Boccia debut at Jakarta 2018 (as Head Coach), the watershed 6-Medal Sweep at the 2024 Manama World Boccia Challenger in Bahrain (1 Gold by Sachin Chamaria, 1 Silver in BC4 Pairs, and 4 Bronzes including Pooja Gupta’s historic first-ever individual international medal for India), an unbeaten 6-win opening day sweep at the July 2026 Cairo World Boccia Challenger (highlighted by Ajeya Raj’s 10–0 shutout vs UAE), India’s historic debut at the August 2026 Seoul World Boccia Championship & General Assembly, and the triumphant 5-Gold Medal Sweep at the September 2026 Pilsen World Boccia Challenger in the Czech Republic led by Ajeya Raj, Anjali Thakur, and Sandhya Bhumij. To eliminate the prohibitive €2,500–€5,000 cost of imported adaptive gear, he forged a landmark tri-partite collaboration with the Indian Council of Medical Research (ICMR) and IIT Madras to engineer India’s first Indigenous BC3 Assistive Ramp, formally handed over to Indian Army athletes at ICMR Headquarters in September 2026 in the presence of DG ICMR Dr. Rajiv Bahl.
Beyond Boccia, he is one of the most trusted operational leaders of the Paralympic Committee of India (PCI), officially certified across 9 major National and International Local Organising Committee (LOC) appointments by PCI Secretary General Jayawant G. Hammanawar and PCI President Devendra Jhajharia—including serving as Chairman of the Transportation Committee & Head of Operations for the flagship New Delhi 2025 World Para Athletics Championships, Deputy Chef de Mission of the Indian Contingent at the Bahrain 2021 Asian Youth Para Games, Official Delegation Member at the Hangzhou 2022 Asian Para Games, and LOC Member for the 2025 & 2026 New Delhi World Para Athletics Grand Prix, 2024 WSPS Para Shooting World Cup, and 22nd, 23rd & 24th National Para Athletics Championships (Goa, Chennai, and Kalinga Stadium Bhubaneswar). On 3rd June 2026 in New Delhi, BSFI proudly hosted the Felicitation Ceremony honoring General N. S. Raja Subramani, Chief of Defence Staff (CDS), Government of India.
